Code Blue for Severe Weather Emergency Shelter

On cold winter nights, Allegheny County implements special measures to keep those experiencing homelessness safe.

When, according to the National Weather Service, the air temperature is forecasted to fall below 26 degrees Fahrenheit between 4:00 PM and 8:00 AM, the county will declare a Code Blue event.

The plan also can be enacted when the City of Pittsburgh Office of Emergency Management activates the Emergency Operations Center in response to severe weather conditions.

During a Code Blue event, individuals should present for shelter at Second Avenue Commons (700 Second Avenue, Downtown). If the existing systems are at capacity, people will be transported to the Code Blue Emergency Shelter.
